I'm not sure what's happened to Waldo's popularity in recent years, but in the early 1990's he was all the rage. There was even a weekly "Where's Waldo" comic strip in the Sunday paper for a while. But alas, Waldo -- along with those cool 3D Magic Eye illusions -- has become just another footnote in the pages of late 20th century history.
This cartoon was drawn at the height of Waldo's fame, when it seemed like a new Waldo book was being introduced every few months. I thought it would be funny to make an easy Waldo book for people who have trouble finding him. After that idea took hold, the cartoon followed suit.
Incidentally, I still haven't written that Tetris for Morons video game that I thought of around the same time. It would be like regular Tetris, except that every piece would be thin and straight. If any of you want to implement it for me, I'll gladly add a link from my site to yours.
